Human Resources staff provides services and support to city departments and employees. Human resources staff, in conjunction with the Personnel Board, advises the City Council on employment-related matters.
In addition to promoting a diverse workforce, primary human resources functions include:
- Employee Relations and Management. Human Resources manages employee recruitment efforts and assists departments in interviewing, hiring, and performance review practices. HR also conducts new employee orientation and training for current employees.
- Benefit Design and Administration. Human Resources evaluates and administers health, life, dental and disability insurance offerings for current and retired employees.
- Classification and Reclassification. Human Resources and the Personnel Board determine the appropriate position title and placement of a position within the city, or changes a current position to meet specific needs. The Board and HR staff also develop the responsibilities, qualifications, and the knowledge, skills and abilities for all city positions.
- Compensation, Comparable Worth, and Pay Equity. In conjunction with the Personnel Board, Human Resources conducts analyses to determine the appropriate rates of compensation. Studies are also conducted to determine comparable knowledge, skills and abilities for placing each position in the appropriate pay grade and job classification.
Human resources staff has an important role in the recruitment and selection of qualified people to serve citizens in a positive and efficient manner. Additional functions performed by Human resources staff include, but are not limited to: ensuring compliance with federal and state employment laws, organizing employee recognition and wellness programs, conducting employment verification, negotiating and working with labor contacts and labor relations, advising on employee and department issues, and maintaining personnel records.
